- Every lead applicant must act with at least one co-applicant.
- If an international NGO leads, at least one independent Beninese civil-society organization must be a co-applicant.

The application limits also matter. A lead applicant may submit no more than one application and may not appear as a co-applicant or affiliated entity in another application under the same lot. A co-applicant may participate in no more than one application under the same lot.
Funding rates, co-financing and eligible costs
The EU contribution must cover at least 50% of total eligible costs. It normally may not exceed 85%, but the ceiling can rise to 95% when the lead applicant is an organization governed by Beninese law. The balance must come from sources other than the European Union or European Development Fund.
Indirect costs may be accepted up to 7% of eligible direct costs, and a contingency reserve of up to 5% may be included subject to prior written authorization for use. Volunteer work can count as co-financing under the guidelines. Documents and application route
