Reported numbers are hard to verify when source records are scattered across files and partners. A strong MEL process makes the evidence trail clear enough that another reviewer can understand where the number came from and why it is credible.
Start with the measurement decision
Begin by map each indicator to an authoritative source and owner. Define the exact result, source and decision the information is meant to support. If the team cannot explain how a measure will be used, reconsider whether it deserves reporting effort.
Review the critical elements
Focus on MIS records, attendance sheets, surveys, partner reports, financial systems, verification method and storage location. Keep definitions and reporting periods consistent across staff and partners. When a source has limitations, record them instead of presenting weak data as precise evidence.
Build traceability
Every material reported figure should be traceable to an authoritative source, owner and verification step. Store the supporting evidence where future staff can find it without relying on the person who prepared the report.
Use proportionate quality checks
High-risk, unusual or partner-reported data deserves closer review. Routine, stable measures may need only sample checking. The goal is reliable evidence without creating a monitoring system too expensive to operate.
Useful fields
- Indicator or evidence item.
- Definition.
- Source.
- Owner.
- Collection date.
- Verification method.
- Quality issue.
- Final status.
Example
A donor asks how an outcome figure was calculated. The register points directly to the source dataset and verification note. The lesson is to make data quality part of routine grant management rather than a last-minute reporting exercise.
Common mistakes
Avoid changing definitions without documentation, accepting partner summaries without source checks, setting targets without baselines or collecting more data than the project can reasonably verify. Consistency and traceability matter more than the appearance of precision.
What to do next
Use the Grant Evidence Inventory to strengthen the evidence system and keep the resulting record with the grant file.
