Last verified: 21 October 2026. Rolling submission route. The next regular review date after October 2026 is 15 February 2027.
Is your Ugandan community organisation planning an essential service improvement with enough time for appraisal? Japan’s GGP route accepts applications throughout the year, but the review cycle means it should not be treated as emergency funding.

Who should consider applying?
Applicants must have valid legal status, at least two years’ registration with the relevant authority and at least one full-time paid staff member. Eligible categories include NGOs, CBOs, qualifying education and medical organisations, cooperatives and local authorities.
Important limits: Individuals, private companies including private schools, universities and certain central-government organisations are excluded. One organisation must be the applicant even when several collaborate.
How to apply
Prepare the prescribed concept note of no more than five pages and supporting documents. Follow the Embassy’s submission instructions and complete its linked online form. The published process can take six to eight months.
Read the official programme guidance and follow its application link. Read the current Uganda GGP guidelines for detailed eligibility.
Africads application guidance
The following recommendations are Africads guidance, not additional donor requirements.
- Work backwards from service need and appraisal time. If an essential activity cannot wait, do not build the whole operational plan around an unconfirmed GGP decision.
- Check the applicant category carefully. Similar-looking institutions can have different eligibility because of ownership, legal status or education level.
- Keep the concept note specific: current problem, proposed asset or improvement, users, costs and how the service will operate afterwards.
- Agree responsibility among collaborators. One applicant should be able to explain governance, finance, procurement and maintenance without relying on informal promises from partners.
A practical preparation worksheet
Prepare an applicant-and-project evidence table covering legal registration, staffing, service need, proposed works or equipment, partner responsibilities, cost evidence and operating resources. Include a realistic timeline from application through appraisal to implementation rather than assuming immediate disbursement.
Copy these prompts into your working document and add an evidence reference, responsible person and completion date to each answer. Treat missing evidence as a task to resolve, rather than a claim to strengthen with more persuasive wording.
Five questions applicants ask
Can applications be sent at any time?
The Embassy accepts them year-round, with specified review dates.
Is a private school automatically eligible?
No. The Uganda guideline lists private schools among excluded applicants.
Can two organisations apply jointly?
One organisation must serve as applicant.
Should we expect a quick decision?
The Embassy indicates a multi-month review process.
What is useful preparation now?
Confirm eligibility, the supporting documents and the service’s operating plan.
Conclusion and next steps
GGP Uganda may fit a credible, established organisation with a well-prepared community project. Use the review calendar to plan, and distinguish submission from approval or a funding commitment.
