Can your organisation provide confidential individual case management and psychosocial support for refugees with specific needs in Egypt? UNHCR is seeking a partner for specialised services for refugees and asylum seekers with disabilities, older people at risk, women at risk and others requiring individualised support. Unlike a general community-mobilisation call, this assignment focuses on safe case management, appropriate referrals and practical assistance tailored to each person. Deadline: 28 October 2026.

What the programme seeks to deliver

The programme covers individual identification and assessment, case management, material support and assistive devices, emergency and transport cash support where appropriate, rehabilitative services and measures that promote inclusion in community life. Applicants should describe how a person moves safely from initial contact to needs assessment, a documented support plan and follow-up.

A second pillar is individual and community psychosocial support. Refugee psychosocial workers and case workers are expected to coordinate assistance, group activities and emergency support for people in distress. Safeguarding and confidentiality matter throughout; clinical work should be referred to appropriately qualified services rather than conflated with informal peer support.

The partnership also includes supporting community-based disability-inclusion networks, coordinating with specialised providers, maintaining accessible referral pathways, engaging government and nongovernment entities and supporting UNHCR reception and registration functions where needed.

Who should consider applying?

This work suits organisations with documented protection-case-management expertise, qualified staff or supervision, case-data safeguards, disability inclusion practice and links to health, rehabilitation and psychosocial service providers. Applicants need to show that they can respond to risk, not only distribute supplies.

How applications will be assessed

The evaluation gives 35 points to sector expertise and 30 to project management, with further weight on local presence, cost effectiveness, access/security arrangements and relevant UN experience. Financial accountability, audit follow-up and protection-sensitive procedures should be evidenced.

A stronger application: five preparation priorities

  • 1. Describe a safe intake, consent, assessment, referral and case-closure pathway with responsibility assigned for review and escalation.
  • 2. Build a directory and verification process for rehabilitation, assistive-device, mental-health and disability-inclusion providers.
  • 3. Plan accessible methods for home visits, community contact and complaints, taking mobility, language and confidentiality needs into account.
  • 4. Specify staff qualifications, supervision structures, duty-of-care measures and how emergency needs will be triaged.
  • 5. Construct a needs-based budget separating staff, referrals, material assistance, assistive devices and monitoring—using the official donor cost rules.

The mistake to avoid

Avoid using a single generic vulnerable-groups paragraph as the entire response. Demonstrate practical specialist services, secure records, informed consent, accountability and reliable referral partners. Do not claim clinical outcomes without an appropriate measurement and verification method.
