What the partnership aims to deliver

The programme builds on food-security and livelihood investments in villages across Guinea. Its 2026 partnership concentrates on making ten rice-processing assets commercially viable: nine mini-rice mills and one dehusker. The assignment requires considerably more than purchasing equipment. Local producer organisations need capable governance, legally sound operations, reliable maintenance and transparent systems to manage operating and start-up funds.

Implementation includes social engineering and organisational structuring, formalisation of beneficiary groups, managerial and technical capacity, business plans, preventive and corrective maintenance and digital performance reporting. Organisations should be able to explain how producer groups will make decisions, maintain equipment and earn enough to continue operating.

The intended benefits include improved local processing, reduced post-harvest loss, greater value for rice producers and better inclusion of women and young people in economic opportunities. Applicants should address where smallholders will source paddy, who will purchase processed rice, equipment-use fees and quality assurance. The regions listed in the call include Nzérékoré, Kankan and Boké; refer to the official location annex for exact implementation sites.

Who should apply?

The call seeks an experienced NGO equipped to organise producer institutions and support sustainable management of rice-processing assets. Confirm legal and operational eligibility, finance capacity, local field presence and required technical experience against the full UN Partner Portal listing.

What the selection criteria prioritise

The selection matrix gives 30 points to the financial offer, 19 to implementation strategy, 18 to gender, environment, beneficiary protection, feedback and M&E, 14 to partner standing, 11 to expected results and 8 to context analysis.

Five practical steps before applying

  • 1. Identify the targeted rice processors and assess operational readiness, supply, energy, repairs and financial management.
  • 2. Describe a cooperative governance model with defined roles, inclusive decision-making and transparent financial controls.
  • 3. Include a market study and credible buyer relationships; explain the business model for fees, maintenance and replacement costs.
  • 4. Build a digital reporting framework for utilisation, throughput, value addition, revenues and governance outcomes.
  • 5. Make the cost proposal consistent with staffing, training, maintenance, supervision and verifiable delivery milestones.

A serious mistake to avoid

A proposal promising only training workshops will miss the financial and institutional objectives. Centre the business case, equipment availability and the operational capability of producer organisations.
